A rat not cooking food, makes sense. A bunny not being a cop, that makes sense. Penguins not being spies while an owl and a seal are fine candidates does not add up. When the movie has a joke that does not land, it lingers on it for a looong time. There is a "joke" about the villain being named Dave, and Skipper keeps getting his name wrong. They repeat that joke 27 times. There's another part where a character keeps munching on a cheetoh every time a person goes to talk. It isn't funny, it's annoying. And you know this movie has got to have its own fair share of fart jokes. This movie isn't without its own unique charm. It has zany spy antics and cartoon logic that will keep kids entertained.
